Dutch Flying Car PAL-V Liberty: Production Approved, First 250 Reserved, Flight Certification Still Ahead

RAAMSDONKSVEER – PAL-V, the Dutch company behind the Liberty “flying car,” has received European Production Organisation Approval from EASA. Combined with its automotive production approval, the milestone allows PAL-V to manufacture aviation products and road vehicles at industrial scale. That is not the same as a licence to take off from a Dutch road. Aircraft type certification is still part of the remaining approval process. PAL-V currently targets first customer deliveries in 2028.
Reservations already cover the first production years. PAL-V says its reservation portfolio is sufficient to fill the first three years of production, while Dutch reports have put the opening reservation group at around 250 vehicles, including interest from Dutch emergency services. List prices on PAL-V’s current website start at €299,000 for the Liberty Sport and €499,000 for the Pioneer Edition, excluding taxes and works. Add pilot training, insurance, storage and maintenance.
This is a certification story with a consumer footnote: the Liberty is a road vehicle and a gyroplane, not a vertical-take-off aircraft. PAL-V says the transformation from driving to flying mode takes about five minutes. You also need a suitable airfield and the appropriate pilot qualification. It does not replace the NS or a Tesla.
PAL-V Liberty — What Was Actually Approved
1. What EASA Approved This Week
On 7 September 2026, PAL-V announced that it had obtained European Production Organisation Approval (POA) from EASA. In aviation terms, this means the company’s production organisation has been approved to manufacture aviation products under EASA rules.
PAL-V says the approval gives it the aviation production approval needed to manufacture its products on an industrial scale. Combined with its automotive production approval, the company says it now has both the aviation and automotive production approvals required for its FlyDrive manufacturing operation.
The road side came earlier. In 2026, the RDW, the Netherlands Vehicle Authority, granted PAL-V an Initial Assessment recognising the company as a certified automotive manufacturer. PAL-V says this enables it to produce type-certified, road-legal vehicles at its Dutch manufacturing facility in accordance with European automotive standards.
PAL-V’s current company timeline also records an EASA “No Technical Objection” on its Vehicle Certification Program in June 2024. That was an important certification milestone, but it was not the final aircraft type certificate.
2. What This Is Not
A POA is approval of the production organisation. It is not:
- a type certificate confirming that the Liberty aircraft itself has completed all required certification;
- a blanket right to take off from a Dutch road or motorway;
- a guarantee that every customer will receive a vehicle in 2028 regardless of the remaining certification process;
- vertical take-off capability. The Liberty is a gyroplane and requires a take-off run.
PAL-V currently lists 2028 for the first Liberty deliveries. That should be treated as the company’s target rather than an unconditional delivery date.
3. The Vehicle: Road Plus Gyroplane
The Liberty is designed to operate as a two-seat road vehicle and as a gyroplane. PAL-V says the transformation from driving mode to flying mode takes about five minutes.
The company’s current technical specifications list a maximum road speed of 160 km/h and a maximum air speed of 180 km/h. Flight range is listed at approximately 400–500 km, depending on operating conditions and passenger load.
The Liberty is not an eVTOL aircraft. It does not hover vertically like a helicopter or many electric vertical-take-off-and-landing concepts. It uses a rotor in gyroplane configuration and requires a take-off roll.
PAL-V lists a take-off roll of approximately 180 metres at maximum take-off weight and mean sea level conditions.
4. Price, Reservations, Who Is Buying

List prices do not represent the full cost of ownership. Anyone considering a Liberty also needs to account for pilot training, insurance, storage, maintenance and the requirements associated with operating a gyroplane.
A professional emergency-services order is not the same thing as a normal private commute. Aviation infrastructure and operating permissions still matter.
5. Driving Licence vs Pilot Licence
The Liberty has two distinct operating environments: road transport and aviation.
On the road, the vehicle operates under the applicable European and Dutch road-vehicle rules. In the air, the owner needs the appropriate gyroplane pilot qualification and must meet the relevant aviation requirements.
The important point for buyers is simple: owning a road-legal Liberty does not automatically make someone legally qualified to fly it.
Training, medical requirements, examinations, insurance and aircraft operating rules all form part of the aviation side of ownership.
Two regulatory worlds therefore meet in one vehicle: road-vehicle law when driving and aviation law when flying.
6. Where You Could Even Fly It
A PAL-V Liberty cannot simply leave a traffic jam and take off from any convenient road.
As a gyroplane, it needs a suitable take-off and landing area and must operate within applicable aviation rules. PAL-V describes the vehicle as being able to drive to an airstrip, transform into flight mode and then fly.
The company’s current website refers to access to more than 40,000 airstrips worldwide. That does not mean every airstrip is automatically available to every PAL-V owner; local aviation rules, permissions, runway characteristics and operating restrictions still apply.
For Dutch owners, the practical question is therefore not just “Can it fly?” but “Where can I legally take off and land?”

PAL-V was founded in 2008 after years of research. Its current company timeline says the Liberty completed its maiden flight in 2012 and that road certification was completed in 2020.
The major remaining issue is aviation certification and the transition from certification milestones to full-scale production and customer deliveries.
8. Should an Expat Care?
As a Dutch technology story, yes. PAL-V is based in Raamsdonksveer and its production programme could have implications for Dutch advanced manufacturing, aviation and engineering jobs.
As a commuter, however, the Liberty is not about to solve Amsterdam’s Tuesday morning traffic or replace your NS train.
As a potential buyer, the proposition is much narrower: this is a road vehicle combined with a gyroplane for someone who is prepared to deal with aviation training, operating rules, storage and a price well into six figures.
The useful Dutch fact this week is therefore not “flying cars are finally here.” It is more precise: a Dutch company has reached another major production-certification milestone, while aircraft certification and operational requirements remain part of the road ahead.
