Dutch Train Disruptions 2026: ProRail Misses 520 Cap — NS Refund Rules

Dutch Train Disruptions 2026: ProRail to Miss 520 Limit Again — Refund Rules After 4 September

UTRECHT – ProRail expects more high-impact rail disruptions in 2026 than the 520 ceiling agreed with the Ministry of Infrastructure and Water Management. The count stood at 391 on 31 August. The company forecasts 508 to 573 for the full year and says it is “not realistic” to stay under 520. Chief executive Mirjam van Velthuizen told AD that 2027 will exceed the limit as well.

In 2025 there were 586 such disruptions. The state secretary fined ProRail €2.75 million. If ProRail exceeds the 520 threshold again, another financial penalty is expected under the performance framework.

ProRail manages the railway infrastructure, including tracks, signals and overhead systems. NS operates most passenger trains. If you experience a delay, compensation is normally claimed from the operator you travelled with. NS changed its general transport conditions on 4 September 2026: the separate strike reimbursement for alternative transport was removed, leaving Geld terug bij vertraging (GTBV) as the main NS compensation route for delays. :contentReference[oaicite:1]{index=1}

1. The 520 Ceiling and the 2026 Count

The ministry and ProRail use a yearly performance ceiling of 520 “impactful” or “high-impact” disruptions (in Dutch coverage: grote storingen / impactvolle storingen). Exceeding the threshold can result in a financial penalty under the performance agreement.

Year High-impact disruptions Cap Reported outcome
2022 455 520 Under the cap
2023 474 520 Under the cap
2024 507 520 Under the cap
2025 586 520 €2.75 million fine
2026 to 31 Aug 391 520 Year not closed
2026 ProRail forecast 508–573 520 Could exceed the cap

Sources for the historical figures include RTL Z and government correspondence for 2022–2025, while the 31 August 2026 tally and 508–573 forecast were reported on 10 September 2026.

NL Times, citing AD, reported that ProRail had planned measures to reduce future disruption numbers and referred to an internal target of 459. Van Velthuizen’s comment to AD, reported by NOS, was that 2027 is also expected to exceed the 520 limit.

2. Causes ProRail Listed

NOS, citing ProRail, reported several causes behind the 2026 disruption count.

Technical failures were a major category, including the cable-duct fire near Rotterdam Stadion on 29 June 2026. A problem in a feeder cable caused a short circuit and fire. Rail traffic between Rotterdam and Dordrecht was disrupted for more than a week, while the high-speed line between Rotterdam and Breda was also affected.

Dry weather and heat were also cited. Three weekends of heavy thunderstorms in May and June produced sixteen large disruptions. Snow and frost in January produced twelve disruptions that counted toward the annual total.

Van Velthuizen told AD, as reported by NOS, that the network is becoming busier, meaning that a single infrastructure failure can have a larger impact. Extreme weather was also identified as an increasing factor.

Earlier reporting on the 2025 disruption file also identified copper theft, collisions with people or vehicles, points failures, overhead-line problems, signal failures and weaknesses in the maintenance market.

3. ProRail and NS: Who Does What

Organisation Role
ProRail Infrastructure manager responsible for tracks, switches, signals, overhead power systems and railway infrastructure at stations. ProRail is also responsible for the infrastructure-related disruption performance measured under the 520 limit.
NS Main passenger operator on the Dutch core rail network. NS sells tickets and subscriptions and operates the Geld terug bij vertraging scheme for eligible NS journeys.
Other operators Arriva, Keolis, Qbuzz, Connexxion and other operators run regional services. Their compensation rules can differ from NS rules.

A ProRail performance penalty is separate from passenger compensation. If your NS journey is delayed, you use NS’s compensation procedure where the NS conditions apply.

4. Geld Terug bij Vertraging

NS publishes the current Geld terug bij vertraging (GTBV) rules on its website. The exact compensation depends on your ticket or subscription and the length of the delay. :contentReference[oaicite:2]{index=2}

For ordinary NS services, compensation generally starts at 30 minutes of delay. For Intercity direct and certain HSL services, compensation can start at 15 minutes. Claims normally need to be submitted within three months of the journey. :contentReference[oaicite:3]{index=3}

NS says there is no compensation when the calculated amount is below €2.30, when a longer journey time was already announced in advance, when another carrier caused the delay, when there was no valid ticket, or in certain listed force-majeure situations. :contentReference[oaicite:4]{index=4}

Situation Typical compensation
30–59 minutes delay on an eligible ordinary NS journey 50% of the applicable fare
60 minutes or more delay on an eligible ordinary NS journey 100% of the applicable fare
Intercity direct / applicable HSL journey Special HSL compensation rules apply; some claims start from 15 minutes
Subscription holders Amount depends on the specific subscription and NS compensation table
Student travel product Fixed compensation amounts may apply

Important: The detailed NS compensation table used for the subscription-specific amounts was last marked 10 December 2025. The general GTBV rules remain published by NS, but readers should check the live NS compensation table before relying on a specific euro amount.

A claim is assessed using journey and check-in/check-out information. NS says claims can normally be submitted up to three months after the journey. :contentReference[oaicite:5]{index=5}

5. What Changed on 4 September 2026

NS published revised Algemene Vervoervoorwaarden (AVR-NS) effective 4 September 2026. :contentReference[oaicite:6]{index=6}

The most important change for passengers concerns strikes:

  • The strike compensation provision in Article 6.4 was simplified to one main route: Geld terug bij vertraging (GTBV).
  • The previous possibility of claiming up to €25 per person per day for alternative transport without checking in was removed.
  • Passengers can still receive compensation for eligible delays during a strike, generally through GTBV and normally after checking in.

NS explicitly says that the alternative-transport reimbursement was removed from 4 September 2026. :contentReference[oaicite:7]{index=7}

A national public-transport strike took place on 9 September 2026. NS services were heavily affected, although the Airport Sprinter between Amsterdam Centraal, Schiphol and Hoofddorp continued to operate.

For journeys affected by the strike, passengers should use the rules that were in force on the date of travel.

6. Amsterdam Centraal–Weesp, 12–14 September

The planned Amsterdam Centraal–Weesp closure is scheduled engineering work rather than an unexpected disruption.

Work is planned from Saturday 12 September at 05:00 until Monday 14 September at 05:00, with work taking place at multiple locations along the corridor.

Passengers should expect changes to normal train services and should check the NS Reisplanner before travelling.

Important for compensation: planned engineering works that were announced in advance are generally not treated as a normal delay for GTBV purposes. NS’s conditions state that a longer journey time announced at least one day before the journey is not considered a delay for the GTBV calculation. However, if an additional unexpected delay occurs on top of the planned disruption, the circumstances can be different. :contentReference[oaicite:8]{index=8}

Always check the current NS planner because engineering schedules can change.

7. How to Check Before You Travel

The NS Reisplanner and NS app show the current timetable and alternative travel options, including buses replacing trains.

ProRail publishes information about infrastructure disruptions and planned works.

For an NS compensation claim:

  1. Check your journey details and the actual delay.
  2. Use Mijn NS or the appropriate NS claim form for your ticket.
  3. Keep your check-in and check-out information where applicable.
  4. Submit the claim within three months of the journey.

NS states that the GTBV claim deadline is three months after the journey. :contentReference[oaicite:9]{index=9}

International tickets such as Eurostar, ICE and Nightjet can be subject to the conditions of the operator that sold the ticket. Do not automatically apply the domestic NS compensation table to the entire international journey.
