Reviewed against the sources below on 24 October 2026. The bufferbudget starts on 1 January 2027. The €1,000 figure is an annual maximum, subject to an individual municipal assessment.
Combining a part-time job with bijstand, Dutch social assistance, can mean a changing wage and a changing benefit payment. From 1 January 2027, municipalities can use a bufferbudget of up to €1,000 per calendar year when income offsetting leaves an eligible person or family below the applicable assistance level in one or more months. The government’s explanation of the new bijstand rules says the buffer is intended to make that income more stable.
The amount is a ceiling. Whether the municipality uses it, and how much is needed, depends on your circumstances. This guide explains the specific income-buffer measure. Our guide to the wider benefits reform debate covers the separate discussion about redesigning toeslagen.

2. Which situations can qualify?
Article 34b in the adopted Participatiewet in balans sets two substantive conditions. Earnings offsetting must cause, or be expected to cause, instability that leaves the person or family with less than the applicable bijstandsnorm available in one or more months. The municipality must also consider that using the buffer supports part-time work or a move into full employment.
The same provision allows the municipality either to make payments or to settle overpaid general assistance arising from the treatment of earnings, where that helps stabilise income. It is therefore possible for support to take a form other than a separate €1,000 bank transfer.
A changing work schedule alone does not establish entitlement. The relevant question is what happens after your wages and assistance are reconciled. Take the wage payment and the benefit calculation together when discussing a shortfall.
3. A simple example of an income gap
Illustrative example, not an official benefit calculation: suppose the assistance level used for a household is €1,400 for a month. After wages and the benefit adjustment, only €1,250 is available for that month. The difference is €150: €1,400 minus €1,250.
That example identifies a shortfall to discuss. It does not mean the household automatically receives €150. The municipality still needs to establish the reason for the gap, whether the statutory conditions are met, and what action is appropriate.
For a useful discussion, separate three dates in your records: when you earned the wage, when the employer paid it, and when the municipality adjusted your assistance. A timeline is easier to check than a single bank balance.
4. What to discuss with your municipality
The law uses ambtshalve, meaning that the municipality can act on its own initiative. The government’s explanation during the legislative process says a separate application is not required for that mechanism. This does not mean you should assume your caseworker already knows about a payment gap.
Practical preparation suggested by TDD:
- Put the relevant payslips and benefit statements in date order.
- Mark any income correction, repayment or deduction mentioned in the municipality’s letters.
- Write down the month in which your available income fell short and the amount you think is missing.
- Ask your caseworker whether Article 34b can address the problem from 2027, and what evidence is needed.
- Ask for the calculation and the municipality’s explanation in writing so you can check the result.
A useful question is: “Does my income reconciliation create a shortfall below my applicable bijstandsnorm, and can the bufferbudget be used in my case?” For access to digital government correspondence, see our DigiD, MijnOverheid and Toeslagen guide.
5. What applies before January 2027?
The SZW implementation circular published through the Tweede Kamer places the bufferbudget in the group starting on 1 January 2027 and says municipalities cannot bring those measures forward. Some other Participatiewet changes have different dates. Do not infer the buffer’s start date from a general announcement about reforms in 2026.
If you have an income gap now, contact the municipality now and ask which existing support or correction process fits your situation. Do not budget for a future buffer payment as though it has already been approved.
6. FAQ
Will everyone on bijstand receive €1,000 in 2027?
No. The measure concerns eligible people combining work income and general assistance. The municipality assesses the income instability and the role of the buffer in the individual case.
Is €1,000 a monthly amount?
No. The announced maximum is per calendar year. It is not a monthly payment rate.
Will this lower my zorgtoeslag or huurtoeslag?
The government overview says the bufferbudget does not count as income for taxes and allowances. Your wages and other relevant circumstances still need to be reported under the normal rules.
Can I stop reporting wages if I expect the buffer to cover a gap?
No. The buffer does not replace wage reporting or the municipality’s calculation of your assistance. Continue following the reporting instructions in your benefit decision.
