Hybrid Work Netherlands 2026: Why Offices Peak on Tuesday and Thursday

THE HAGUE โ€“ Dutch offices still have far fewer people on Monday, Wednesday and Friday, while Tuesday and Thursday are the busiest days. Knowledge centre CFPB puts Tuesday attendance at 65 percent of office staff and Thursday at 63 percent. Friday is 19 percent. ANWB says those two weekday mornings accounted for 58 percent of morning-rush congestion in the first half of 2026. Experts call it the camel problem: two humps, a desert in between.

The pattern existed before Covid. Hybrid work made it louder. Teams pick the same two โ€œtogetherโ€ days, schools and kinderdagverblijf run on the same clock, and nobody wants to be the only person in a glass box on a Wednesday. The Belastingdienst has even given the counter-campaign a name: a kamelenjacht โ€” a hunt for the second hump.
For expats the issue is not a culture-war about โ€œreal work.โ€ It is a desk you cannot book, an NS car you cannot sit in, a toddler slot that only exists on the days everyone else also needs it, and a payslip line that pays either a commute allowance or a home-office allowance โ€” never both on the same date. This guide is the 2026 operating manual.


1. The Camel Problem, in Numbers

CFPB director Jacqueline Schlangen told NOS the Tuesdayโ€“Thursday peak was already visible before the pandemic and became sharper after it. The 2026 snapshot she cited: 65 percent of office employees say they go in on Tuesday, 63 percent on Thursday, 19 percent on Friday. Monday and Wednesday sit in the gap. The graph looks like a camel.
ANWBโ€™s first-half 2026 file data matches the building sensors. Tuesday and Thursday morning peaks together made 58 percent of all morning congestion weight โ€” length times duration โ€” on the Dutch network. That is not โ€œeveryone drives.โ€ It is the same two days stacked on the A2, A4, A12 and the NS corridors into Amsterdam Zuid, Utrecht Centraal and Den Haag HS.
Parool, at the end of August, described a โ€œdi-do economy.โ€ The Belastingdienst has given the counter-campaign a name: kamelenjacht. The humps have been stable for years. Plan as if 2027 still has them.

2. Why Tuesday and Thursday Won

Monday is for inbox archaeology and the school-week start. Friday is the unofficial remote day in many knowledge firms, sometimes a contracted four-day pattern, sometimes just a norm. Wednesday splits households that do midweek sport and part-time parents who took that day in the contract.
That leaves Tuesday and Thursday as the least-bad overlap. Once a team writes โ€œTuesdays we are inโ€ on a Confluence page, the next team copies it so the workshop can happen. CFPBโ€™s line to NOS was blunt: people are herd animals, and switching a default office day feels like switching banks.
A second driver is optics. New hires and visa-sponsored staff may read โ€œbeing seenโ€ as Tuesday and Thursday. Managers who themselves come in on those days set the weather. Hybrid policy that says โ€œtwo days in the office, you chooseโ€ can collapse into two days everyone chooses together.
A third driver is logistics outside work. BSO after-school care, swimming lessons, and the huisarts who only has slots on Wednesday afternoon all push the remaining adult hours onto the same two midweek peaks.

3. NS, Highways and the 07:42 Sprinter

If you buy an NS Flex or a Dal Voordeel with the idea that โ€œhybrid means empty trains,โ€ Tuesday will educate you. Intercity material between Eindhovenโ€“Utrechtโ€“Amsterdam and the Rotterdamโ€“Den Haag stack fills in the same twenty-minute window as the A4.
Practical 2026 habits that still work:
Standee-avoidance means a train 30โ€“40 minutes earlier than the obvious one, or a later arrival and a stand-up that starts at 10:00. Dal hours help only if your employer accepts a 09:30 desk. A folding bike from the station beats a second bus that also peaks. If your contract pays 25 cents tax-free per kilometre to a fixed office, a one-day-a-week car still loses to NS on parking in Zuidas โ€” unless two colleagues fill the car and you already own it.
ANWBโ€™s 58 percent figure is your cue to stop planning Tuesday stand-ups at 08:45 in a room that is a 70-minute door-to-door on a good Monday.

4. Desk Booking Is Now the Job

Hot-desking without a reservation tool is how people end up in the pantry. Many large Dutch employers use desk-booking tools or badge data to manage office occupancy. The unwritten rule: Tuesday and Thursday slots can disappear quickly in teams that concentrate their office days.
Book the neighbourhood, not a random floor. Teams that sit together only on the two peak days should lock a bay, not twelve scattered monitors. If your badge data is used for โ€œoccupancy,โ€ assume a no-show on a booked Tuesday is visible to facilities.
Bring the dock cable you actually own. Shared drawers lie. Headphones with a physical mute button beat a laptop that unmutes when a tram passes.
Quiet rooms on peak days are a fiction after 10:15. Take the call from a stairwell or from home on Wednesday.

5. Meetings, Mentors and the Coffee Machine

The Dutch case for the office is still the unplanned conversation. That only happens if both people are in the building. Hence the two-day pile-up: everyone tries to harvest a week of coincidence on Tuesday.
Use the peak days for the things that fail on video: salary talks, first-month buddy time, whiteboard fights, the client who still flies in. Put status stand-ups and document reviews on Monday or Wednesday remote. A hybrid week that copies every meeting onto Tuesday is why the camel exists.
Mentoring collapses if the junior is in on Tuesday and the senior on Thursday. Write the overlap into the onboarding plan, not into Slack folklore.
International teams add a layer. A London-Amsterdam call at 17:00 on Thursday collides with the early Friday-mode already leaking into the Dutch office. Put that call on Wednesday.

6. Kinderopvang and School Hours

Kinderdagverblijf contracts are often two or three fixed weekdays. Those days were chosen when the parent still believed โ€œflexible office.โ€ They now collide with the firmโ€™s unofficial Tuesdayโ€“Thursday presence rule.
If both parents work hybrid in Randstad offices, the scarce BSO pickup slots are also Tuesday and Thursday. That is how a policy that looks adult becomes a childcare auction.
Ask the employer, in writing, whether a Wednesday office day can replace Thursday. Some teams will move a ritual if two parents say so at once. One parent asking alone rarely moves a department calendar.
School holidays โ€” especially the May and autumn breaks that do not match your home country โ€” wipe a โ€œcore office dayโ€ without wiping the booking system. Block those weeks in the desk tool the day the school PDF lands.

Two tax-free pots exist. You may not claim both for the same calendar day.

A morning at home and an afternoon in the office is still one day: pick one allowance, not a split. Exception in the guidance: a genuine external client trip on a home day can stack a business-kilometre claim on top of the home-office day. Commuting to your own HQ does not.
The 128-day rule lets payroll pay a fixed monthly commute or home-office sum if you hit the threshold toward a regular workplace, treating the year as 214 notional days. Agree the pattern in writing in January. If your Tuesdayโ€“Thursday habit changes in March, tell payroll. Silent drift is how you repay at year-end.
CAO Rijk publishes the same โ‚ฌ2.45 and a separate home-workplace kit budget; private CAOs differ. Read yours. The statutory โ‚ฌ2.45 is a cap on the tax-free amount, not a duty on every employer to pay it.

8. The Right to Request Flexibility

Dutch law does not give every employee a right to work from home three days a week. It does give, in firms of 10 or more staff, a right to request an adjustment of workplace or hours after six months in the job, in writing, two months before the date you want. The employer must consider it and can refuse with reasons tied to the business.
A โ€œwe all come in Tuesday and Thursdayโ€ culture is not by itself a statute. It can still be a lawful organisational choice if the file is documented.
Working from abroad for a stretch is a different file: social security, days-in-NL for the 30% ruling, and the employerโ€™s permanent-establishment risk. Hybrid inside the Netherlands is not a licence to spend November in Lisbon on the same contract without HR.

9. What Employers Are Trying

Kamelenjacht tactics in circulation:
Assigned Wednesdays for a department, so the building has a third hump. Catered lunch only on Monday. Core-team days that rotate each month. Closing the office on Friday. Measuring badge data and publishing it, which can backfire if people game the turnstile.
None of this removes the need for two overlap days. It only moves which days hurt. If your firm announces โ€œWednesday is the new Tuesday,โ€ treat the first quarter as an experiment and keep the NS subscription flexible.

10. How to Survive Di-Do as an Expat

You do not have the school-gate network yet, and you may not hear that โ€œThursday is dead after 15:00.โ€ Ask three questions in week one: which two days the team actually occupies; which tool books a desk; whether Thursday afternoon meetings are real or ceremonial.
Learn the Dutch for the booking mail. โ€œIk reserveer een flexplek op dinsdagโ€ is a career skill. So is declining a Wednesday workshop that forces a third peak day onto a household with one bicycle and one BSO contract.
If you live in a smaller city and the office is on the Zuidas, one peak day plus one deep-work home day often beats two exhausted peak days. Make that case with output, not with โ€œin my country weโ€ฆโ€
International colleagues who fly in still land on Tuesday. If you want time with them, that is the day. Do not spend it in back-to-back status calls you could have taken on Monday from the kitchen.
