Reviewed: 26 October 2026. The news development is the ministryโs 22 October announcement. Practical information below comes from DUOโs official guidance checked for this report.
The Dutch education ministry has updated its estimate for the proposed 2.5% student loan interest cap. Its 22 October statement puts the annual cost at at least โฌ160 million, against โฌ40 million reserved. Minister Letschert said the proposal could not be developed within that budget.
For borrowers following the announcement, there are two separate questions: what happens to the proposed ceiling, and what information currently applies to their own debt. This report explains the announcement and the official checks available while the proposal is being discussed. The personal checks cover your fixed-rate period, income assessment, repayment options and correspondence if you live abroad.
1. What the ministry announced
The Ministry of Education, Culture and Science, known as OCW, attributes the revised estimate to higher long-term interest rates. It intends to discuss its findings and possible alternatives with the Tweede Kamer, the Dutch House of Representatives, during education budget proceedings on 27 and 29 October.
| Policy item | Announced figure |
|---|---|
| Proposed ceiling | 2.5% |
| Reserved annual budget | โฌ40 million |
| Updated annual cost estimate | At least โฌ160 million |
| Additional annual funding needed | At least โฌ120 million |

The statement concerns a proposal and its financing. It does not announce that a 2.5% ceiling has taken effect. This report therefore keeps the policy discussion separate from DUOโs published rates and personal repayment decisions.
2. Identify your DUO situation
DUOโs interest overview lists 2027 rates of 2.70% for SF35 and 3.28% for SF15. The letters identify repayment rules; the numbers refer to repayment periods of up to 35 and 15 years. Your applicable rules are shown under โMijn schuldenโ in Mijn DUO. Do not identify your group from a news headline alone.
If you still receive student finance, DUO sets the interest rate for one calendar year at a time. Its student interest guidance explains that interest is calculated monthly on the outstanding debt, including interest already added. A yearly percentage is therefore different from a monthly repayment amount.
If your student finance ends in 2026, DUOโs guidance for people finishing student finance says a five-year fixed-rate period begins the following January. Its timetable distinguishes an October notification email, if you have selected that option, from the message about your fixed-rate period in February.
For existing repayers, DUO fixes interest for five years at a time. Check when your period ends; the published 2027 rates do not automatically replace every borrowerโs existing rate. If you have several debts, each can have a separate fixed-rate period. DUO says repayers receive information about their new-year rate and monthly payment in November.
For the historical rate table and repayment-group explanation, see our DUO interest rate 2027 guide. The sections below focus on practical checks alongside the new cap announcement.
3. Interest and your monthly payment
DUOโs monthly-payment explanation starts with the outstanding debt, interest and repayment term. It first calculates the amount needed to repay within that term, called the wettelijk maandbedrag. It then assesses what you can afford from income, known as draagkracht, under the applicable rules.
If the assessed affordable amount is lower, that lower amount is payable; if it is higher, the statutory monthly amount applies. DUO recalculates affordability each calendar year and usually considers a partnerโs income too. These steps explain why a headline interest percentage alone cannot tell you your next monthly debit.
The official repayment-rules page distinguishes SF35, SF15, SF15-oud and SF15-lllk. It also explains that the rules depend on your education and when you first received student finance. In particular, the older SF15-oud route handles income assessment differently. Check the exact label in your account before choosing instructions.
4. If your income has fallen
DUOโs lower-payment guidance says income is normally taken into account automatically for SF35, SF15 and SF15-lllk. Under SF15-oud, you must initially request the reduction yourself. DUO normally uses income from two years earlier. If it cannot obtain income automatically, it may ask you to supply it.
A request for a lower amount does not itself suspend payment. Keep paying the existing amount until you receive a new decision. DUO says any overpayment is refunded if the amount is reduced. This distinction matters when comparing an application you have submitted with the payment currently recorded in your account.
If the reference-year income no longer reflects your circumstances, DUO offers verlegging peiljaar, a change of income reference year. The normal condition is a fall of at least 15% in the relevant individual or joint income. DUO describes an exception for single people whose income has fallen to the minimum-income level.
For 2027, that official page says applications open in November, after you receive the message setting your 2027 monthly amount. The account route is โMijn schuldenโ, then โMinder of niets betalenโ, followed by โInkomen gedaaldโ and โPeiljaar verleggenโ. Follow the current instructions for your case rather than assuming the interest-cap proposal changes the application timetable.
5. How a repayment pause works
A lower payment based on income and an aflosvrije periode, or repayment pause, have different effects. DUO allows up to 60 repayment-free months, taken together or in separate periods. Interest continues during the pause, and the repayment period is extended by the number of months used.
The pause is unavailable for a lifelong learning credit debt, called levenlanglerenkrediet. For an eligible student debt, apply through Mijn DUO by the first day of the month in which the pause should start. DUO says the first application can be made two months before compulsory repayment begins.
DUO also explains that an income assessment may already produce a reduced payment or a payment of zero. Check that route alongside the pause rules: using repayment-free months stops the repayment clock, while an income-based reduction follows a different process. Neither procedure is the same as changing the interest percentage.
6. Extra payments and existing instalments
DUOโs extra-payment instructions explain that making an additional payment does not prepay future monthly instalments. The normal direct debit continues. The page also states that outstanding course fees or public-transport debt can be settled first, before the amount is used as an extra student-loan repayment.
Where several loans carry different interest rates, DUO normally allocates an extra repayment to the highest-interest debt. If you intended another allocation, its instructions say to contact customer service after the payment has been processed. Whether an extra payment can lead to a recalculated monthly amount depends on the payment and remaining debt; it is not automatic for every borrower.
People in the initial two-year run-up period have separate practical instructions. DUO permits voluntary payments before compulsory repayment starts, but cannot debit your account during that run-up period. If you set up a standing transfer yourself, DUO says to stop it when compulsory collection starts to avoid paying twice. These are administrative options, not a recommendation to make an extra payment.
7. If you live outside the Netherlands
DUOโs overseas repayment guidance distinguishes addresses inside and outside the SEPA area. Within SEPA, a suitable bank account can support direct debit; the bank must support Dutch collections. Outside SEPA, DUO describes manual euro payments and an annual-payment option. Keep making monthly transfers until an application for annual payment has been processed.
If you move abroad or change your overseas address, inform DUO directly so repayment correspondence reaches you. For digital correspondence, keep your email address current too. These contact details are relevant when waiting for a personal repayment notice, regardless of the wider policy discussion.
If your question is whether you can receive Dutch funding in the first place, use our separate student finance eligibility guide for international students. Eligibility, the rate attached to a debt and the collection arrangements are different questions.
8. FAQ
Does the proposed 2.5% ceiling change my DUO account now?
The ministryโs announcement concerns financing and planned discussion of a proposal. Check your personal rate and fixed-rate end date in Mijn DUO; the announcement does not provide a replacement personal repayment decision.
Can I stop paying while I wait for a lower-payment decision?
DUOโs lower-payment guidance says the existing amount remains payable until you receive the new decision. Applying and receiving a revised amount are separate stages.
Does interest stop during a repayment pause?
No. DUOโs repayment-pause rules state that interest continues and the repayment period is extended. The pause changes the payment timetable rather than removing interest.
Where can I compare possible monthly amounts?
DUOโs interest overview links to its repayment calculator. It can estimate monthly repayments and show the effect of other interest rates. Read the result alongside the actual rules and notices in your account.
