Salary Needed to Live in Amsterdam, Rotterdam or Utrecht in 2027: Important Numbers Revealed

AMSTERDAM – October 8, 2026 | The Dutch Daily

Salary needed to live in Amsterdam: “Is €4,000 a month enough?” is one of the first questions people ask when they get a job offer in the Netherlands. The honest answer: it depends mostly on your rent. In this guide we use the latest official and market figures (Pararius rent data, the 2027 health insurance plans and the 2027 expat ruling) to show what housing really costs in Amsterdam, Rotterdam and Utrecht, what landlords ask you to earn, and which fixed costs change in 2027.

Salary needed to live in Amsterdam, Rotterdam or Utrecht: quick answer

  • Average free-sector rent (Q1 2026): €1,892 per month nationally, €21.12 per m².
  • Amsterdam: €28.53 per m², by far the most expensive city. Rotterdam: €22.78 per m² (+10.4% in a year).
  • Landlords’ rule: a gross income of at least 3 times the rent. For the average rent that meant €5,676 gross per month in Q1 2026.
  • Health insurance 2027: average premium expected at €169 per month; compulsory deductible €400.
  • Expat ruling 2027: drops from 30% to 27% for rulings that started after 1 January 2024.

1. Rent: the number that decides your salary

Pararius and Huurwoningen.nl publish a quarterly report on the unregulated (free) rental sector. In the first quarter of 2026:

  • New tenants paid an average of €1,892 per month, €109 more than a year earlier (+6.1%) and €389 more than two years earlier.
  • The average rent per square metre was €21.12 (+7.3% in a year). Apartments averaged €22.40 per m².
  • 42% of all available free-sector homes now cost more than €2,000 a month, up from 36.5% a year earlier.
  • Furnished homes were the most expensive at €26.79 per m², and for the first time the largest group (43.4% of supply).

By city, according to Pararius:

City Rent per m² (Q1 2026) Change in a year
Amsterdam €28.53 +5.1%
Rotterdam €22.78 +10.4%
Utrecht not published per m² +5.9%
Haarlem €24.05 +9.5%
Amstelveen €24.17 n/a
Almere €19.44 +14.6%

For the province of Utrecht, Pararius reports €20.47 per m² (+6.5%). Noord-Holland is the most expensive province at €25.79 per m².

Rents keep rising faster than inflation (2.1%), so check what increase your contract allows. Read our guide to rent increases in 2026–2027.

2. The salary needed to live in Amsterdam according to landlords

Landlords in the free sector usually require a gross income of at least three times the monthly rent, Pararius says. For the average rent of €1,892, that meant a required gross monthly income of €5,676 in the first quarter of 2026, almost €327 more than a year earlier. Pararius notes that this income requirement is rising faster than most wages.

That rule, not your monthly budget, is often the real limit on where you can live. A salary that would be enough to pay the rent can still be too low to pass a landlord’s income check.

3. Example: the salary needed to live in Amsterdam, Rotterdam or Utrecht

Our calculation (not a published figure): the table multiplies Pararius’ average rent per m² by a flat size, and then applies the landlords’ 3× rule. Real listings vary a lot by neighbourhood, size and furnishing.

City 50 m² flat (rent) Gross income at 3× rent 75 m² flat (rent) Gross income at 3× rent
Amsterdam (€28.53/m²) ≈ €1,427 ≈ €4,280 ≈ €2,140 ≈ €6,420
Rotterdam (€22.78/m²) ≈ €1,139 ≈ €3,417 ≈ €1,709 ≈ €5,126
Utrecht province (€20.47/m²) ≈ €1,024 ≈ €3,071 ≈ €1,535 ≈ €4,606

So on a typical salary needed to live in Amsterdam, a small one-bedroom flat already asks for a gross income of around €4,300 a month, and a family-size flat well over €6,000.

4. Health insurance in 2027

For 2027, the Ministry of Health (VWS) expects:

  • Average premium: up €12.50 to €169 per month. Insurers announce their actual premiums by 12 November.
  • Compulsory deductible (eigen risico): up with inflation from €385 to €400 a year.
  • Healthcare allowance (zorgtoeslag): the maximum for single people is expected to rise to €140 per month, to compensate most of the premium increase.
  • Personal contribution for medicines: stays at a maximum of €250.
